I've read your post a few times and decided to e-mail you and say that I agree.
 
I live in a place right now that has a terrible mold situation and the paint that was painted over it (not how you get rid of mold in any way) is sliding off the wall in our bathroom.  I am very unhappy about it.
 
Also, I noticed long ago that the windows of the place I live at, a townhouse, leak water when it rains and it pools in the window sill.  I really did like the location and the appearance of the place, I loved it!  But not anymore, now that I'm unhappy living here because it is too much maintainence for me to live with something that HPM should have already taken care of.
 
We have had good relations with HPM but these problems, as well as some others, should not exist for tenants.  If I continue to rent with them, I'm planning on moving, I am going to inspect the walls closer but am thinking I will avoid them if I can.

If you can find any rotten wood/sheetrock/floors/cabinets etc in the house then you can actually do something about it.  I've found that unfortunately neither the city or county will touch mold issues, even black mold, but the cities of Arcata/Eureka will address rot and force HPM to fix the problem.  Where there's moisture, there is usually rot.  So look under the windows and around the window sills for soft spots and check everywhere in your bathroom for signs of rot.  Take photos of everything too and document any correspondence with HPM.  You may need it when looking for your deposit back when you move out.

First...take pictures of all needed repairs.
then document conversations with whoever your manager is. Date and time included..witnesses if any. Tell other tenants having troubles to do the same. Have them sign a petition with all complaints. Take all this information and contact legal aid. Send copies to the City Council, the Health Department, HUD, and anyone else you think might be interested. Call Dave Silverbrand...maybe it is a story he might be interested in. If you are having a problem with black mold..this can be life threatening...call HASMAT! Make a nusience of yourself to this manager or property managing team. Report them to the better business bureau. Land management..all realtors. I did this in Fortuna for my daughter and man you should of seen the busy men working hard to clean that apartment complex up! I also sent copies of pictures and m documents to the Governor, State assemblyman and the State Senators....

Love the idea of a class action suit. If you go that route , hire out of the area.Hire someone in San Francisco or Santa Rosa..

HPM never took care (or didn't really) of the place I was had in McKinleyville and the assholes charged me $1000 dollers over my deposit and threatened to take me to collections unless I paid. They ripped me off and basically threatened me to pay for their lack of property managing.

I am a real estate broker near Sacramento and my daughter is trying to move
there for HSU.  I appreciate your bitch-out email about that property mgmt
co. and would suggest you call the tenant rights dept. either of the county
or the state.... I am not sure what it's called, but places must be
habitable or you can withhold rent.

If you know of any GOOD rentals in the better parts of Eureka or Arcata that

trying to deal with this from 250 miles away.
